Ankara \u00dcniversitesi Siyasal Bilgiler Fak\u00fcltesi ve Ankara \u00dcniversitesi Dil, Tarih ve Co\u011frafya Fak\u00fcltesi&#8217;nin tarih b\u00f6l\u00fcm\u00fcn\u00fc bitirdikten sonra Viyana \u00dcniversitesi Slavistik ve Orientalistik B\u00f6l\u00fcm\u00fc&#8217;nde \u00f6\u011frenim g\u00f6rm\u00fc\u015f. Chicago \u00dcniversitesi&#8217;nde Prof. Dr. Halil \u0130nalc\u0131k ile birlikte y\u00fcksek lisans \u00e7al\u0131\u015fmas\u0131n\u0131 tamamlad\u0131ktan sonra 1974 y\u0131l\u0131nda doktor \u00fcnvan\u0131n\u0131 ve 1979\u2019da do\u00e7ent \u00fcnvan\u0131n\u0131 alm\u0131\u015f. D\u00fcnya\u2019n\u0131n pek \u00e7ok yerindeki \u00fcniversitelerde misafir \u00f6\u011fretim \u00fcyesi olarak \u00e7al\u0131\u015fm\u0131\u015f. Halen Galatasaray \u00dcniversitesi Hukuk Fak\u00fcltesi ve Bilkent \u00dcniversitesi Hukuk Fak\u00fcltesinde T\u00fcrk Hukuk Tarihi derslerini vermektedir<\/p>\n\n\n\n<p class=\"rounded-3 py-2 px-3 has-white-color has-vivid-purple-background-color has-text-color has-background has-medium-font-size\"><strong><em>Lider kimdir?<\/em><\/strong><\/p>\n\n\n\n<p class=\"has-vivid-purple-color has-text-color has-medium-font-size\"><strong><em>\u201c<\/em><\/strong><strong><em>G\u00fcc\u00fc, \u00fcn\u00fc ve toplumsal yeri dolay\u0131s\u0131yla, belli zaman ve durumlar i\u00e7inde, ili\u015fkili bulundu\u011fu k\u00fcme veya toplumun tutum, davran\u0131\u015f ve etkinliklerini de\u011fi\u015ftirip y\u00f6netme yetene\u011fini g\u00f6steren kimse\u201d<\/em><\/strong><\/p>\n\n\n\n<p>Panelin ilk konu\u015fmas\u0131nda \u2013 ki ilk konu\u015fmac\u0131 olma gururunu ya\u015fad\u0131m \u2013 liderlik tan\u0131m\u0131 ve \u00f6zellikleri \u00fczerine konu\u015ftuk. Toplumda erkek liderlerin daha \u00e7ok kabul g\u00f6r\u00fcld\u00fc\u011f\u00fc kli\u015fesinden ve asl\u0131nda kad\u0131nlar\u0131n ileti\u015fim g\u00fc\u00e7lerinin daha y\u00fcksek olmas\u0131ndan dolay\u0131 liderlik \u00f6zelliklerini daha iyi ta\u015f\u0131d\u0131klar\u0131ndan bahsettik.<\/p>\n\n\n\n<p>Kad\u0131nlar ne yaz\u0131k ki; ge\u00e7mi\u015ften g\u00fcn\u00fcm\u00fcze kadar D\u00fcnya genelinde n\u00fcfusun yar\u0131s\u0131n\u0131 olu\u015fturmas\u0131na ra\u011fmen; ekonomik aktiviteler olsun \u00e7al\u0131\u015fma ya\u015fam\u0131 olsun hi\u00e7bir platformda erkeklerle ayn\u0131 oranlarda temsil edilmemi\u015flerdir. Gerek \u00fclkelerin gerekse \u015firketlerin y\u00f6netiminde, \u00f6zellikle \u00fcst d\u00fczeylere&nbsp;&nbsp;&nbsp;&nbsp; \u00e7\u0131k\u0131ld\u0131k\u00e7a kad\u0131nlar\u0131n say\u0131s\u0131n\u0131n azald\u0131\u011f\u0131n\u0131 fark etmekteyiz. Kad\u0131n\u0131n ekonomik anlamda \u00e7al\u0131\u015fma ya\u015fam\u0131na giri\u015fi, sanayi devrimi ile birlikte olmu\u015ftur. \u0130lk zamanlarda kad\u0131n\u0131n \u00fccretli olarak i\u015fg\u00fcc\u00fcne kat\u0131l\u0131m\u0131 \u00e7ok s\u0131n\u0131rl\u0131 iken; \u0130kinci D\u00fcnya Sava\u015f\u0131 ile birlikte artan i\u015f g\u00fcc\u00fc gereksinimi ve erkek n\u00fcfusundaki azalma nedeniyle i\u015fg\u00fcc\u00fcndeki kad\u0131n say\u0131s\u0131nda belirgin bir art\u0131\u015f g\u00f6zlenmi\u015ftir.<\/p>\n\n\n\n<p>G\u00fcn\u00fcm\u00fczde, \u00f6zellikle son yirmi y\u0131l i\u00e7inde i\u015f d\u00fcnyas\u0131n\u0131n ya\u015fad\u0131\u011f\u0131 belki de en b\u00fcy\u00fck devrim, kad\u0131nlar\u0131n yo\u011fun bi\u00e7imde i\u015f ya\u015fam\u0131na girmesidir. Ancak, \u00e7al\u0131\u015fan kad\u0131n say\u0131s\u0131ndaki art\u0131\u015fa ve i\u015f d\u00fcnyas\u0131nda kad\u0131nlar\u0131n a\u011f\u0131rl\u0131\u011f\u0131n\u0131n artmas\u0131na ra\u011fmen \u00fcst d\u00fczey y\u00f6netici ve liderler aras\u0131nda kad\u0131nlar\u0131n say\u0131s\u0131 halen \u00e7ok fazla de\u011fildir.<\/p>\n\n\n\n<p>\u201c<em>Cinsiyet kli\u015feleri ve cinsiyete g\u00f6re belirlenmi\u015f i\u015fler, \u00e7al\u0131\u015fma ya\u015fam\u0131nda kad\u0131nlar i\u00e7in engeller yaratmakta ve kad\u0131nlar\u0131 baz\u0131 kal\u0131plara koymaktad\u0131r. Kad\u0131nlar istihdamda f\u0131rsat e\u015fitli\u011fi yaratmada ba\u015far\u0131l\u0131 olmak bak\u0131m\u0131ndan bu engellere kar\u015f\u0131 koymak durumundad\u0131rlar\u201d<\/em><\/p>\n\n\n\n<p class=\"rounded-3 py-2 px-3 has-white-color has-vivid-purple-background-color has-text-color has-background has-medium-font-size\"><strong><em>Toplumsal Cinsiyet E\u015fitli\u011fi kad\u0131nlar\u0131n ve erkeklerin&nbsp;toplumsal&nbsp;ya\u015fam\u0131n her alan\u0131na e\u015fit kat\u0131lmas\u0131<\/em><\/strong><\/p>\n\n\n\n<p>Panelin ikinci konu\u015fmac\u0131s\u0131 Dr. Serpil Yaylac\u0131; kendisinin de i\u00e7inde oldu\u011fu <strong><em>T\u00fcrkiye Toplumsal Cinsiyet E\u015fitli\u011fi Ara\u015ft\u0131rmas\u0131<\/em><\/strong>\u2019ndan bahsetti. Toplumlardaki cinsiyet e\u015fitsizli\u011finin bir ger\u00e7ek oldu\u011funu vurgulad\u0131. Bir kad\u0131n\u0131n veya bir erke\u011fin nas\u0131l olmas\u0131, nas\u0131l davranmas\u0131 gerekti\u011fi konusunda hepimizin akl\u0131nda belirli d\u00fc\u015f\u00fcnce kal\u0131plar\u0131 oldu\u011fundan ve ki\u015fileri bunlara g\u00f6re yarg\u0131laman\u0131n toplumda \u00e7ok yayg\u0131n oldu\u011fundan bahsetti.<\/p>\n\n\n\n<p>\u00d6zellikle ataerkil toplumlarda karar verme mekanizmalar\u0131nda daha \u00e7ok erkekler s\u00f6z sahibi ve kad\u0131nlar\u0131n aleyhine makas her ge\u00e7en g\u00fcn giderek a\u00e7\u0131l\u0131yor. Kad\u0131nlar erkeklere nazaran daha b\u00fcy\u00fck engellerle kar\u015f\u0131la\u015fmakta, engelleri a\u015farak belli bir noktaya gelen kad\u0131nlar da ba\u015fard\u0131klar\u0131 zaman yetenek ve performanslar\u0131yla genellikle de\u011ferlendirilmemektedir.<\/p>\n\n\n\n<p class=\"rounded-3 py-2 px-3 has-white-color has-vivid-purple-background-color has-text-color has-background has-medium-font-size\"><strong><em>Cam tavanlar\u0131n k\u0131r\u0131lmas\u0131: kad\u0131nlar zirveye ula\u015fabilir mi?<\/em><\/strong><\/p>\n\n\n\n<p>Prof. Dr. Ye\u015fim \u015eenol bunu \u015f\u00f6yle a\u00e7\u0131kl\u0131yor; \u201c<strong><em>Cam Tavan Sendromu\u201d<\/em><\/strong> kad\u0131nlar\u0131n ve az\u0131nl\u0131klar\u0131n bir kurulu\u015f i\u00e7indeki \u00fcst d\u00fczey pozisyonlara y\u00fckselmelerini engelleyen yapay bir engele at\u0131fta bulunan bir metafor.<\/p>\n\n\n\n<p>Kad\u0131n\u0131n y\u00fckselmesini engelleyen sebepler toplumdaki davran\u0131\u015fsal veya \u00f6rg\u00fctsel \u00f6n yarg\u0131lard\u0131r. <strong><em>Yani<\/em><\/strong> <strong><em>ne yaparsan yap daha fazlas\u0131na ula\u015famazs\u0131n<\/em><\/strong>. Toplumda kad\u0131nlar erkeklerden daha fazla \u00e7ocuk bak\u0131m\u0131 ve ev i\u015flerini \u00fcstlenirler, bu onlara bir nevi \u201cannelik cezas\u0131d\u0131r\u201d. \u00c7ocu\u011fu olan kad\u0131nlar\u0131n daha az \u00fccret ald\u0131klar\u0131, terfi edilme olas\u0131l\u0131klar\u0131n\u0131n daha az oldu\u011fu ve babalara, \u00e7ocuksuz erkeklere ve \u00e7ocuksuz kad\u0131nlara g\u00f6re daha az yetkin oldu\u011fu alg\u0131s\u0131 daha y\u00fcksektir.<\/p>\n\n\n\n<p>Devlet, e\u011fitim, bireyin kendisi, i\u015fverenler, akademik kurumlar bu tavan\u0131n k\u0131r\u0131lmas\u0131nda rol oynayan bir\u00e7ok fakt\u00f6rden sadece bir ka\u00e7\u0131d\u0131r. <strong><em>2021 K\u00fcresel Cinsiyet U\u00e7urumu Endeksi<\/em><\/strong> s\u0131ralamas\u0131na g\u00f6re toplumsal cinsiyet e\u015fitli\u011finde T\u00fcrkiye 156 \u00fclke i\u00e7erisinde 133. s\u0131rada yer almaktad\u0131r. COVID-19 salg\u0131n\u0131 da K\u00fcresel Cinsiyet U\u00e7urumunda kad\u0131n ve erkek aras\u0131ndaki fark\u0131 artt\u0131rd\u0131. Ne yaz\u0131k ki, u\u00e7urumun kapat\u0131lmas\u0131 i\u00e7in tahmini s\u00fcre 99,5 y\u0131ldan 135,6 y\u0131la y\u00fckseldi. E\u011fitim ve sa\u011fl\u0131k alan\u0131ndaki cinsiyet u\u00e7urumu kapan\u0131rken, siyasette liderlik pozisyonlar\u0131ndaki i\u015f g\u00fcc\u00fcne kat\u0131l\u0131mda 2020 y\u0131l\u0131na g\u00f6re geriye gidi\u015f saptand\u0131.<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019de kad\u0131nlar\u0131n ve erkeklerin i\u015f g\u00fcc\u00fc istihdam\u0131na kat\u0131l\u0131m oranlar\u0131na bakt\u0131\u011f\u0131m\u0131zda; her 100 erkekten 72\u2019si i\u015f g\u00fcc\u00fcne kat\u0131l\u0131rken; kad\u0131nlarda bu oran yaln\u0131zca %32 ile s\u0131n\u0131rl\u0131 kalmaktad\u0131r. OECD verilerine g\u00f6re T\u00fcrkiye\u2019deki kad\u0131n doktor oran\u0131 %40\u2019t\u0131r.<\/p>\n\n\n\n<p>Sa\u011fl\u0131k sekt\u00f6r\u00fc kad\u0131n istihdam\u0131n\u0131n fazla oldu\u011fu sekt\u00f6rlerin ba\u015f\u0131nda geliyor. Kad\u0131n hekimlerin uzmanl\u0131k alan\u0131 se\u00e7iminde ve kariyer planlama s\u00fcrecinde cinsiyete dayal\u0131 ayr\u0131mc\u0131l\u0131k ya\u015fad\u0131klar\u0131 g\u00f6zlenmektedir. Hastanede \u00e7al\u0131\u015fan kad\u0131nlar\u0131n \u00f6zel ya\u015famlar\u0131nda i\u015f kaynakl\u0131 olu\u015fan olumsuz etkilerin benzer konumdaki erkeklere g\u00f6re daha fazla oldu\u011fu da g\u00f6sterilmi\u015ftir.<\/p>\n\n\n\n<p class=\"rounded-3 py-2 px-3 has-white-color has-vivid-purple-background-color has-text-color has-background has-medium-font-size\"><strong><em>Liderlik ve Kad\u0131n genel bak\u0131\u015f a\u00e7\u0131s\u0131<\/em><\/strong><strong><em><\/em><\/strong><\/p>\n\n\n\n<p>Kad\u0131nlar\u0131n lider olmas\u0131na engel olan nedir? Duygusal, zay\u0131f ya da a\u015f\u0131r\u0131 h\u0131rsl\u0131 olmalar\u0131 m\u0131? \u0130\u015fkolik olmalar\u0131 m\u0131? veya \u00c7ocuklar\u0131n\u0131n ve bir ailelerinin olmas\u0131 m\u0131d\u0131r?<\/p>\n\n\n\n<p>Oysa liderlik cinsiyetten ba\u011f\u0131ms\u0131zd\u0131r. Bu nedenle, cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131na y\u00f6nelik ortak tav\u0131r almak, \u201cKad\u0131nlar\u0131n karde\u015fli\u011fi\u201d bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131 savunmak, evlilik ve \u00e7ocuk bak\u0131m\u0131nda ortak sorumluluk almak, yasal haklar\u0131n arkas\u0131nda durmak, talep etmek, vizyon sahibi olmak gerekiyor\u2026<\/p>\n\n\n\n<p><em>\u201cLiderlik \u00f6zelli\u011fi kad\u0131nlar\u0131n do\u011fas\u0131nda var; kad\u0131nlar\u0131m\u0131z\u0131n bu \u00f6\u011frenilmi\u015f \u00e7aresizli\u011fini nas\u0131l \u00f6\u011frenilmi\u015f iyimserli\u011fe d\u00f6n\u00fc\u015ft\u00fcrebiliriz?\u0130nsan kendi kendine nas\u0131l liderlik eder? Liderlik fig\u00fcr\u00fcn\u00fcn bir cinsiyeti var m\u0131d\u0131r? Kad\u0131n lider anlay\u0131\u015f\u0131n\u0131n erkek lider anlay\u0131\u015f\u0131ndan bir fark\u0131 var m\u0131d\u0131r?
